Even California, for all it’s progressiveness, environmental concern and posturing is susceptible to the pressure of lobbyists and big business. Earlier this month California Bill SB 705, an ambitions attempt to ban styrofoam statewide failed to pass in the state senate. After the states success in banning plastic bags last November, the failure of this bill came as a bit of a surprise.
Perhaps the state legislature was jumping the gun. Even the bag ban started in cities, worked it’s way up into multiple counties before being accepted statewide. And this is exactly what is happening. In light of the states failure, cities and counties have started passing their own regulations, building from the bottom up.
